Update: Mayor Belmont’s Tax Scam
October 31, 2019 (via email)
Dear Friends and Supporters:
Mayor Belmont doesn’t want people to know about his tax scam. A mailer circulated by Moving Harrison Forward revealed that a recent audit from the New York State Comptroller’s office found that the Mayor and his team on the Town Board have knowingly been underestimating revenues and overcharging taxpayers for years. In response, Belmont brought a complaint before the Westchester County Fair Campaign Practices Committee.
Now that Committee has determined that Moving Harrison Forward was FAIR to state that the N.Y. State audit found that Belmont and his running-mates are “purposely overtaxing” and “overcharging taxpayers” of the Town/Village of Harrison. Mayor Belmont and his team tried to use the Committee to score political points, but their stunt backfired.
The N.Y. State audit begins with the following Key Finding, “From 2013 through 2017, the Board underestimated revenues in its budgets by a total of $15.4 million, or an average of $3.08 million (8 percent) per year, which created excessive unassigned fund balance.” After observing that Mayor Belmont and his team were using similar revenue projections for 2018, the Audit Report concludes: “Because the Board underestimated revenues, it appears that the Town needed to both increase its tax levy and use fund balance to close projected budget gaps.” The full Audit Report can be found here: https://www.osc.state.ny.us/
The residents of Harrison have had enough of The Belmont Team’s political stunts and their purposely inflated Town taxes. On November 5th, you can vote to end this intentional over-taxing and financial mismanagement.

Belmont’s complaint and the Committee’s finding is set forth in its entirety below:
COMPLAINT: Ronald Belmont complains that, in a flyer that was mailed and distributed at the
Harrison train station, the “Moving Harrison Forward” slate of candidates made the false and
misleading statements that a State audit by New York State Comptroller Thomas DiNapoli
found that Mayor Ron Belmont and his running mates are “purposely overtaxing” and
“overcharging taxpayers” in the Town/Village of Harrison.
The Comptroller’s report used language that was close enough to the language used in the flyer
to determine that it was fair.
